Every student deserves the opportunity to thrive. While some learners need additional support, others benefit from extra academic challenges that push them to their full potential. In Pennsylvania, students identified as “mentally gifted” are supported through something called a Gifted Individualized Education Plan (GIEP).
At Achievement House Cyber Charter School, our Gifted Education Program uses GIEPs to ensure that gifted learners are not just keeping pace, but that they’re engaged, inspired, and motivated to achieve at the highest level.
This blog will explain what a GIEP is, how students qualify, what the process looks like for families, and what the gifted program at Achievement House offers.
A GIEP is a legally required learning plan for students identified as gifted under Pennsylvania’s Chapter 16 regulations. It’s similar to an Individualized Education Program (IEP) for students with learning differences, but instead of providing support to close gaps, a GIEP ensures that gifted students receive enrichment and advanced opportunities.
A GIEP acts as a roadmap that guides a student’s education. It outlines academic strengths, measurable goals, and the Specially Designed Instruction (SDI) that allows students to stretch their abilities. For families, it’s reassurance that their child’s needs are being met; for teachers, it’s a guide to ensure appropriate challenge and growth.
The path to a GIEP starts with gifted evaluation. Under Pennsylvania law, schools have a duty to identify students who may need gifted support – a process called Child Find.
While a qualifying IQ score of 130 or higher is a key factor, it isn’t the only consideration. A range of data points ensure that children with exceptional talents, even if they don’t score highly in every area, still receive the support they need.
Once eligibility is determined, the school works with parents and teachers to create the GIEP.
Creating a GIEP isn’t something families face alone – it’s a true team effort. At Achievement House Cyber Charter School, we bring parents, teachers, specialists, and even students into the conversation to ensure every plan reflects the child’s unique strengths and future goals. Together, the team designs a roadmap that balances challenge with support, giving gifted students the tools they need to thrive.
Building a GIEP is a collaborative process. At Achievement House, the team may include:
The GIEP typically includes:
For example, if a student shows exceptional talent in math, their GIEP might include opportunities to take advanced courses earlier than their peers or explore independent projects that apply mathematical concepts to real-world situations. On the other hand, a student who excels in writing might be encouraged to complete enrichment projects such as publishing a school blog or entering creative writing competitions. These personalized opportunities ensure that gifted students remain engaged and excited about learning.
The GIEP process at Achievement House is designed to be comprehensive and personalized. By identifying a student’s current performance, strengths, and goals – and pairing those with specially designed instruction – we ensure gifted learners have opportunities to stretch beyond the standard curriculum. This collaborative approach helps create a meaningful learning plan that grows with the student and supports long-term success.
Gifted students face unique challenges. Without proper support, they can become bored, disengaged, or underperform despite their abilities. A GIEP ensures that these students:

Parents often have questions about how GIEPs work, especially since the process can feel different from traditional education supports. To help families better understand, we’ve outlined answers to some of the most common questions about GIEPs in Pennsylvania – from how they compare to IEPs, to who can request an evaluation, and how often they’re reviewed.
An IEP provides support under Chapter 14 of the Pennsylvania Code for students with disabilities, while a GIEP is developed under Chapter 16 to support gifted learners. Both are individualized and created by a team of professionals.
At least once a year, but revisions can be made any time if the team feels adjustments are necessary.
Parents, teachers, or the school can initiate the process.
